Municipal Vice Mayor Rafael Enrique Lazaro, Honorable Members of the Sangguniang Bayan, Department Heads, Guest, Ladies and Gentlemen.

It is indeed my great honor and privilege to speak before this August body regarding the state of our municipality.


Even if it is stipulated in our Constitution regarding the separation of powers between the Executive and Legislative branch of Government we are on the idea to be united as one working on a concerted effort towards the development of our community and our constituents in general. Taking focus on our vision that the Municipality of Pototan would be the center of Agriculture with sufficient income opportunities for all, a God loving and empowered citizenry living in a peaceful, sustainable, economically, ecologically balance community towards a better quality life under a participative governance.

Under our agricultural aspect, comprehensive agricultural program are taking place on its right direction. We have distributed seeds and fertilizer to farmers subsidizing the prices, campaigning for the used of hybrid seeds and organic fanning to help increase production. Our production of rice and rice baked products are now on its full swing stage. As recorded, the Department of Agriculture has sold our 63 bottles of rice wine last December. Maintaining the sustainability of selling it will be a big challenge on our part. The Palayamanan project in order to help small farmers meet their needs is on going. This is a way of reviving a Bahay Kubo farming components. The massive information drive and monitoring of rice black bug in our locality which could have affected our farmers was eliminated at once. The continuing immunization of livestock is a success and hoping that in the near future we can diminish the mortality rate. Last October 2006 on the Coop Month celebration in Leon, Iloilo we garnered awards for POMECO- Municipal Outstanding Cooperative, Pototan Teachers and Employees MultiĀ­purpose Cooperative Provincial Outstanding Cooperative and Pototan Farmers Multi-Purpose Cooperative. Highest capital and 2nd highest in assets (in the Province of Iloilo)

In order to deliver social services, we attained our health programs target last year, massive immunization of children in different barangays, maternal and family planning was given priority, daily consultation of patients in the Rural Health Unit increases, closely monitoring and inspection of water supply sources, food sanitation permits was given outmost consideration. Our target is to prevent or rather eliminate the spread of rabies (dog bites) in our locality. We are targeting zero mortality goals through density immunization, inventory of dogs and its immunization. Our major goal is to decrease the number of dengue cases in 2007 as we have alarming results of 13 cases in our community last year. There was also an availability of blood sugar testing and ECG testing for free in our health center. Due to the awareness of people in dental care, many of our constituents were able to avail of free dental services. A lot of health-related projects are lined-up for implementation from this year up to 2008.

Our emergency assistance program under the Municipal Social Welfare and Development Office reported that 65 persons were extended medical assistance in the amount of P128,700.00 and burial assistance to 106 families amounting to P 137,097.00. Continuing to help the constituent in the community through supplemental feeding program, TAWAG (Tuloy Aral Walang Sagabal) a special project for children with disabilities, upholding the project of the FSC AP having 1909 members of senior citizen as of December 2006, organizing of KALIPI (Kalipunan ng Liping Pilipina) in 23 barangays with 685 women members, organizing of PYAP group (Pag-sa Youth Association of the Philippines) in 6 Barangays with 191 members. Aside from the assistance, MSWDO offers social services, such as group counseling to the following: battered women, couples, abused children and children in conflict with the law. In addition to that we have sent representative to an internship program on the establishing of Children's Museum in Manila. There were non-government organizations and private individuals willing to finance its construction all we have to do is to submit project proposal to these organizations. We are looking forward in building a Children's Museum that is highly interactive as that of the Museo Pambata.
